Your beer carbonates at room temp. When you put it in the fridge after a week, it wasn't done carbonating (or conditioning), and you experienced the result. 3 weeks in the fermenter is plenty, no reason to go 4. While 4 won't harm anything, it won't bring any benefit either. Put that extra week into the bottle, going a full 4, then at least 3 days in the fridge before consuming.

Assuming you mean a lower SRM, it's not easy. You need to use the lightest LME/DME you can find, and only use as much as you have to for the hop boil, adding the rest just before the end of the boil. At the Michigan Summer Beer fest in 2017, there was one booth where they were doing Porter floats with vanilla ice cream. My wife tasted it and got back in line for a 2nd one while she was eating the first one. Very tasty!
